Blue Mountains City Council commissioned the Strategic Tourism and Recreational Planning Study (also known as the Stafford Report) in the lead up to the preparation of the Draft Local Environmental Plan (DLEP 2013) and formed part of the background documentation for DLEP during public exhibition in 2013.
