The level of rental subsidy for community buildings will be in accordance with:

  1. a tenant's not-profit status;
  2. status as a local (rather than a regional or state based) organisation;
  3. degree of government funding and capacity to pay; and
  4. level of service to the local community

All applications for tenancy of community buildings via lease or licence will be reviewed by Council’s Premises Review Panel. Acting on advice from Council officers, the panel will assess and recommend applications for Council approval. The panel will regularly review the community buildings portfolio to assess tenancies for community benefit and recommend appropriate subsidies.

Council will give priority to co-located licences to facilitate maximum usage of buildings, and to local non-profit organisations providing services to the local community.

Where the number of available community buildings limits Council’s capacity to accommodate tenancy requests, Council will maintain a register of requests for regular review by the panel.

Existing license holders may be given special consideration, based on previous service delivery to the community and ability to meet and align with Council's Community Building Policy (CBP) and Councils Community Strategic Plan (CSP).
