    Council has commenced a Masterplanning process for the Town Centre of Blackheath. This process includes two public workshops for residents to provide input before the draft document is presented at the Council meeting in February 2016 to be placed on public exhibition.

  • Strategic Tourism & Recreational Planning Study

    Council commissioned the Strategic Tourism and Recreational Planning Study(also known as the Stafford Report) in the lead up to the preparation of the Draft Local Environmental Plan (DLEP 2013) and formed part of the background documentation for DLEP during public exhibition in 2013. While a number of the Report’s recommendations were incorporated into DLEP 2013, it was resolved that recommendations relating to specific sites would be reviewed at a later date.

    A review of the 15 sites discussed in the Stafford Report has been conducted and Council has now finalised an Options Paper considering the development possibilities for each of the sites as suggested by the Stafford Report. The Options Paper also considers the introduction of a new SP3-Tourist zone (Special Purpose Tourist zone) for a select number of these sites.

Masterplans are an important component in setting a suitable planning framework for the look, feel, vitality, viability, sustainability and accessibility of towns and villages in the City.

  • Fit for the Future

    The NSW Government has introduced a series of reforms for Local Government called Fit for the Future. The focus is on encouraging each council to create its own roadmap on how it will be a sustainable and efficient provider of services to the community and contribute to a stronger and more effective local government sector in NSW.

    You may have heard some discussions around councils merging, particularly in Sydney. However, Blue Mountains City Council has not been recommended to merge with neighbouring councils or for any other boundary adjustment. Instead we are looking at working more strategically with Penrith and Hawkesbury City Councils to explore the possibilities and benefits of regional cooperation. A regional alliance of the three councils could offer opportunities to do things together more effectively and efficiently in the interest of our respective communities.

  • Draft Pioneer Place Stage 2 Public Domain Masterplan

    The Council-owned car park known as Pioneer Place is centrally located within the retail precinct of Katoomba. Council has prepared a Draft Pioneer Place Stage 2 Public Domain Masterplan. It is on Public Exhibition from 3 June to 1 July, with Submissions received until 15 July.

    Stage 2 refers to Upper Pioneer Place (see map in the Survey section). This follows on from the Masterplan process for Lower Pioneer Place, which included the redevelopment of the area containing Woolworths/ Big W, the Post Office and Liquorland.

    The Council has prepared its draft Pesticide Use Notification Plan 2015. This plan updates the Pesticide Use Notification Plan 2010. The plan outlines how the Council will notify members of the community about the use of pesticides in the public places that it owns or manages, in compliance with the Pesticides Regulation 2009.

A Plan of Management is a document that is adopted by Council to guide the management of a parcel of community land, and it will ensure that future development of the site is in line with community values.

    Citywide Community Infrastructure Contributions Plan (Section 94A Levy)

    At the meeting of 21 April 2015, the Council endorsed an amendment to the Draft Citywide Community Infrastructure Contributions Plan for public exhibition. The amendment primarily updates the works schedule for the financial years 2015-16 and 2016-17 to ensure that the Plan remains valid and addresses current priorities and needs.

    What are Section 94A development contributions?

    Section 94A is the Section of the Environmental Planning and Assessment Act 1979 that allows Council to collect contributions from those undertaking development. The contribution under Section 94A must be a monetary contribution and must be authorised by a Section 94A Contributions Plan prepared by Council. Standard contribution rates are fixed by legislation. Blue Mountains City Council has had a Section 94A Contributions Plan adopted since 2010.

    The plan (as amended) is on exhibition from Wednesday 29 April to Wednesday 27 May 2015 and submissions are invited during this period.

    Exhibition material can be downloaded on the project page, or viewed at Council’s Katoomba and Springwood Offices and all Council libraries. Submissions can be made here, in writing or email quoting reference F07019, clearly stating matters of relevance.
